主题：有关加拿大皇家汉樑大学在中国违法办学的公开信
致：加拿大哥伦比亚省议会、政府、加拿大维多利亚市市长、加拿大大学联合会、国际管理学院联合会、
加拿大皇家汉樑大学校长以及中国教育部

我们是加拿大皇家汉樑大学在中国违法办学的受害者和受害学生代表。
1、我们在加拿大皇家汉樑大学（前身系加拿大皇家大学）海外MBA的课程中花费2年的时间和精力。
2、我们花费5--6万元的学费取得了加拿大皇家汉樑大学的MBA文凭和成绩单。
3、加拿大皇家汉樑大学始终没有在中国的教育部申请注册，获得允许。所以，加拿大皇家汉樑大学没有资格在中国招收学生、颁发学位和从事教学活动。
4、我们取得的证书不被中国政府及社会认可，取得的证书成了摆设，如同废纸一张。
因此，我们多次质问加拿大皇家汉樑大学，但几年时间(自2002年8月至今)过去了，我们始终没有得到任何结果。
加拿大皇家汉樑大学一直在拖延和推脱。我们每个人都有一种上当受骗的感觉。我们了解到自1998年以来, 加拿大皇家汉樑大学在中国其他城市大约有三千名类似的学生受害者，中国教育部门已开始查询这些存在着同样问题的人。
现在，我们强烈要求校方——加拿大皇家汉樑大学即刻给予我们一个明确答复，（我们已经等好几年了）。如果加拿大皇家汉樑大学继续偏听偏信、置若罔闻，没有具体的解决方案和诚意，我们将联名加拿大皇家汉樑大学中国的其他MBA学员和富有正义之士采取以下措施:
1、以邮件群发、媒体形式(包括各种网站、博客、报刊)告知中国学生和社会相关事情真相。
2、在加拿大皇家汉樑大学的所在地----加拿大的裨斯省议会大厦门前(包括中国香港教育统筹局门口)抗议他们的不法行径。
3、集体上书中国教育部门(包括中国香港教育统筹局)和中国政府，要求查明加拿大皇家汉樑大学这种违法办学的来龙去脉。
4、向加拿大皇家汉樑大学有关的协会、管理单位及社会公众披露加拿大皇家汉樑大学在中国教学管理的松散和诸多漏洞。
5、联名委托加拿大律师对加拿大皇家汉樑大学进行索赔诉讼(包括直接经济损失、误工损失、时间损失以及精神创伤等)。
6、其他法律允许的途径与事项。
我们非常后悔当时因为加拿大皇家汉樑大学列为加拿大的公立学校而作出的错误选择。
我们虽然生活在有待发展的国家当中，我们还是不能相信在加拿大这样属于遵纪守法典范、富有人文情怀的国度里会有这样违法乱纪的办学事情发生。
我们像无家可归的孩子找不到归属。我们有足够的理由怀疑加拿大皇家汉樑大学的道德准则和教育精神。
我们不能容忍作为从事高等教育的作加拿大皇家汉樑大学出如此之事情时，居然还能坐视不理、心安理得。

We are writing to you on behalf of the people and students suffered from the illegal operation of RRU (Royal Roads University).
1> We spent two years of our time and energy for the education of the overseas MBA programme from RRU.
2>We spent 50,000 to 60,000 yuan and now we got the transcripts and the MBA diplomas issued by RRU.
3>RRU has never applied to register itself in the Chinese Ministry of Education, which is why RRU is still not qualified to recruit students, deliver classes nor to issue degree certificates.
4>The diplomas we got are not recognized by Chinese government and society, which means that the diploma is like a piece of paper which is helpless for us.
Ever since August 2002, we have questioned RRU, for these issues, while we got no results.
RRU has always been stalling on finding solutions, which makes all of us feel being cheated. We know that RRU has recruited about three thousands students in other cities of our country ever since 1998. The government officials have started to research those students who are suffered the same problems.
Now, we strongly require a clear answer, for which we have waited several years, from the RRU school. If the school continues to ignore our requirement and to take information partially from elsewhere, we will unite together with other students of RRU MBA programme and people with sense of justice to take the following solutions:
1>Disclose the truth to Chinese students and society by means of email and media, including websites, blogs, newspaper and magazines.
2>Jointly write to the education offices in Chinese government, including Education and Manpower Bureau in Hongkong, and Chinese government, asking them to check out the reason for RRU's illegal operation in China.
3>Ask the related government offices check those who are responsible for the illegal operation of RRU, including the fund flow and the tax payment status.
4>Disclose the loose management and problems in RRU's teaching management in China.
5>Sue the Chinese partners of RRU, including the companies and schools.
6>Protest RRU's illegal operation in China at the parliament building of British Colombia and Education and Manpower Bureau in Hongkong.
7>Jointly assign a Canadian attorney and sue RRU for compensation, including the direct lost expense, working time and other time loss as well as energetic loss etc.
We regretted very much that we signed in just because that we were putting too much credit on RRU's being public in Canada. We cannot believe that in such a country typically ruled by law and being rich in humanistic concern, Canada is allowing such illegal school operation happening.
Our current situation is just like kids who are homeless. We have many reasons to doubt the moral rules and education principle of RRU. We cannot tolerate RRU, which is running high level education, to carry on like this. We cannot just let it happen without being upset.
